As the Independent Inquiry into Child Sexual Abuse moves towards its conclusion the LGA is pleased to offer this invitation to hear from Ivor Frank, Panel Member of the Inquiry. Ivor will provide insight and experiences of his time as a Panel member to the Inquiry, the impact of the work delivered to date and his hopes for the future following publication of the Inquiry Final Report. Ivor Frank will be joined by Secretary to the Inquiry, John O'Brien and other professionals from the world of child protection to reflect on the last 7 years and look ahead to the future.

Dr Sam Warner (B.A. hons; M. Clin. Psychol.; PhD; AFBPs) is a chartered and consultant clinical psychologist and honorary senior lecturer in the school of health and society at Salford University, UK. Sam works as a consultant, expert witness, psychotherapist, public speaker, strategic adviser, trainer, writer and academic. Sam has about thirty-five years’ experience of working with children, young people and adults who have complex mental health and safeguarding needs. Sam has specialised throughout her career in working with the impact of abuse-trauma on the mental health of clients, focusing on sexual violence, child abuse and neglect, and domestic abuse. Sam has led a variety of specialist sexual violence therapy services in the third sector, mental health, child protection, and in respect of residential services for girls at risk of sexual exploitation. Sam also works as an expert witness in childcare proceedings, and designs and delivers bespoke therapeutic services for children who area looked after, and their parents and carers. Sam works with both victims and perpetrators. She has written books, papers and reports on these issues. In her capacity as an expert in sexual violence, Sam has advised at national (e.g. Department of Health) and international levels (e.g. British Government, Stabilisation Unit). Sam has a particular interest in the interface between Sport, safeguarding and therapy, for example, acting as the mental health consultant for the Frank Bruno Foundation: a physical and mental wellbeing charity. Sam is committed to multi-agency working and is the chair of the Association of Child Protection Professionals charity.
Ivor Frank is a barrister with four decades of experience in child protection, human rights and family law. He was brought up in care himself and has represented and campaigned for children in care as a member of the parliamentary groups Looked After Children and Care Leavers and Care Leavers' Voice. Ivor has advised the Home Office on the issues of forced marriages and international child abduction. He has served as a Trustee of Buttle (now Buttle UK) which makes grants to vulnerable children and young people in need. He now serves as a Trustee of the Rees Foundation which has similar objectives.
As Secretary to the Inquiry, John’s role is to report to the Chair and act as the main contact between the Inquiry and the sponsor department, but he works to and for the Inquiry and it’s his job to assist the Inquiry in whatever way necessary to fulfil the terms of reference. For example, Secretaries to Inquiries may need to explain the workings of government and civil service procedures, rules and processes, as well as Ministerial accountability.
John joined the civil service in 2002 as Director of the Criminal Records Bureau. In 2006 he moved to the Home Office, where as Director of Safeguarding he was responsible for policy on public order, public risk and safeguarding and public protection, including responsibility for sponsorship of the Disclosure and Barring Service and the Security Industry Authority. He was seconded to the Independent Inquiry into Child Sexual Abuse in April 2015.
Nazira is a passionate activist, fighting for secular society, women’s rights and equality primarily in Kurdistan and then across Europe as she was granted refugee status in the UK in 1998 given that her activism became too dangerous for her to stay in Kurdistan.
Nazira is a Service Manager at IKWRO where she manages the refuge which opened in May 2015 and leads the project, advice and counselling teams, who between them speak 9 languages. She oversees all casework, which includes complex and high risk cases on “honour” based violence, forced marriage, female genital mutilation and domestic violence.
In addition to her managerial role, Nazira regularly appears in the media on behalf of IKWRO to discuss women rights issues, most recently on Sky News and London Live.
Before joining IKWRO, Nazira worked for the London Borough of Newham for 8 years as a Migrant Advisor and advocate.
Sir Peter Thomas Wanless
Since 2013, he has been the chief executive officer of the National Society for the Prevention of Cruelty to Children (NSPCC). In July 2014, he was appointed by the British government to head a review into historical sex abuse claims.
I think Child Abuse Review has gone from strength to strength and is of a consistently high standard. We have held numerous events that have been inspiring and enabling, such as the most recent Congresses and the Trainer's conference and award ceremony, the seminars to disseminate lessons from Serious Case Reviews. As resources get ever tighter, professionals have fewer and fewer opportunities to come together to exchange ideas and to learn together. We move more and more into silos because of work pressures. This is not the way to keep children safe. Association of Child Protection Professionals is needed to bring people concerned about child protection together to learn, to think, to shape policy and practice and to disseminate research. No-one else does this.
