Children and young people are increasingly being perceived as being ‘at risk’ of new and evolving harms, including child exploitation, online child sexual violence and gang related violence. Responses to these harmful situations are often reactive, with knowledge of professionals underpinning decision-making processes. Thereby creating situations in which decisions and services are made for children and young people, not with them, overlooking the expertise children and young people acquire through their lived experience. Conversely, when children and young people speak up, their voices may be silenced or misunderstood, increasing the potential of them being seen as a risk, rather than at risk. Thus, creating a fine line between being seen as a victim or criminal; in need of protecting or need to be punished.
